On February 26, Bao Lam District People's Council held the 15th Session (special) - District People's Council, term V, 2021-2026. Comrade Nguyen Ngoc Chanh, Standing Member, Vice Chairman of the District People's Council chaired the Session. Attending the session were Comrade Ban Quy Son, Standing Member of the Provincial People's Council, Head of the Ethnic Council of the Provincial People's Council; the Chairmen and Vice Chairmen of the District People's Committee; delegates of the District People's Council and representatives of some departments, branches and sectors of the district. At this session, the District People's Council considered and approved the Draft Resolution, approved the Project on rearranging and streamlining the organization of specialized agencies under the People's Committee of Bao Lam District. The arrangement and streamlining of the apparatus of professional agencies under the People's Committee of Bao Lam district aims to streamline the apparatus in conjunction with reducing the payroll, restructuring and improving the quality of the staff, civil servants, with a reasonable number of structures, qualities, and capacities, meeting the requirements of each agency and organization in the new period; in accordance with the Party's policies, the State's regulations and the practical situation of the district. Continue to perfect the functions, tasks, powers and consolidate the organizational structure of agencies and units in the district to ensure effective, efficient and effective operations, and rationally organize professional departments at the district level. Through the arrangement, the position, role, functions, tasks and powers of each department are fully promoted to effectively and efficiently perform their tasks and functions, on the basis of reasonable decentralization and delegation of powers, meeting the requirements of the tasks in the new situation. Also at the meeting, the delegates discussed urgently, seriously, with an objective and democratic spirit, the delegates of the Provincial and District People's Councils agreed with the Resolutions passed at the meeting on the arrangement and streamlining of the apparatus of specialized agencies under the People's Committee of Bao Lam district. Specifically, maintaining the name, legal position; functions, tasks, and powers of 04 specialized Departments, including: Department of Justice; District Inspectorate, Department of Finance - Planning and Office of the People's Council and People's Committee of the district. Merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment, receiving additional functions and tasks of state management on poverty reduction from the Department of Labor - Invalids and Social Affairs. The Department of Home Affairs received additional functions and tasks of state management on labor, wages; employment; meritorious people; occupational safety and hygiene; social insurance; gender equality from the Department of Labor - Invalids and Social Affairs. The Department of Ethnic Minorities received additional functions and tasks of state management on religion from the Department of Home Affairs. The District Economic and Infrastructure Division transfers the functions and tasks of state management of Science and Technology to the Department of Culture, Science and Information. The Department of Culture and Information receives additional functions and tasks of state management of Science and Technology from the Department of Economy and Infrastructure. Reorganize the Office of the People's Council and People's Committee of Bao Lam district on the basis of receiving additional functions and tasks of state management of social evils prevention and control, social protection, and children from the Department of Labor - Invalids and Social Affairs. Reorganize the Department of Education and Training of Bao Lam district on the basis of receiving additional functions and tasks of state management of vocational education from the Department of Labor - Invalids and Social Affairs. Thus, after rearranging and streamlining the organization of the specialized agencies under the People's Committee of Bao Lam district, there are 10 specialized agencies left. In his closing speech at the meeting, comrade Nguyen Ngoc Chanh, member of the Standing Committee, Vice Chairman of the District People's Council, suggested that the District People's Committee proactively advise and propose to the Executive Committee and the Standing Committee of the District Party Committee to select and arrange the existing staff and civil servants in suitable job positions, ensuring efficiency and smoothness in directing and operating the activities of the agencies after the arrangement.
